The Department of the Military Science and Tactics – the University unit which administers the ROTC program in the University – is a special unit that reports directly to the Chancellor through the Office of the Vice Chancellor for Academic Affairs.
Unlike any regular department, the DMST is not under any college-level unit (e.g., the Department of Psychology is under the College of Social Science and Philosophy). Part of the reason is that its student base is from all colleges. Another reason is for its special needs and functions in carrying out its University- and Army-laden responsibilities.
Like any unit of the University, the DMST/ROTC has the following broad responsibilities:
- Extension Services
General Antonio Luna Parade Grounds
Commonly known as the Sunken Garden, the Gen. Antonio Luna Parade Grounds is a famous landmark of the University of the Philippines. It is in the heart of the Academic Oval and surrounded by acacia trees. The Grounds was taken care of by the UP ROTC as early as 1949. The UP ROTC utilizes the Grounds for purposes of drill training and parades especially the annual Presentation of Sponsors.
The Granadillos Hall was named in honor of 2Lt Eustaquio I. Granadillos, a Vanguard who was killed in action during the 1970s in Mindanao. The barracks separate billeting spaces for male and female cadet officers. Each cadet officer is provided with a bunk bed, a locker and a study table and chair. This serves as a free residence for transient Manila-based cadet officers and an alternative dormitory for cadet officers who came from the provinces. The use of the barracks is an exclusive privilege of Cadet Officers during their terms and can be used as housing within the University.
The Vanguard Building
The Vanguard Building is the location of the U.P. Vanguard, Inc. Office. The building was inaugurated on 15 October 1983. The Vanguard Building contains the UPVI Cadets’ Library and the Hall of Fame, containing the four busts of Vanguards who served as Chief of Staff of the Armed Forces of the Philippines (AFP). The busts are sculpted by Froilan T. Madriñan Jr. (1941-2008), who was a Vanguard of Class of 1961.
UP DMST Quadrangle
The Quadrangle is in the center of the UP DMST Complex and serves as a training ground for drills, parade, or specialization training. It is surrounded by its four main structures, named after alumni of the UP ROTC: the Vallejo Hall, Peralta Hall, Quiaoit Hall, and Atienza Hall.
UP Vanguard Heritage Library
The Library is the 38th unit of the U.P. Diliman Library Network. The collection includes not only books but also other formats such as serials/periodicals, paintings, photographs, memorabilia, realia and electronic resources.
The newly-built Magno Hall was named after MGEN JOSE P MAGNO JR AFP (RET). It is the location of JoeMags, a food hall of the UP Diliman DMST Complex. It offers freshly cooked food at student-friendly prices with a different menu everyday.
