Undersecretary Ernesto G Carolina
Class of 1966

Undersecretary Carolina is presently in charge of implementing the Philippine Defense Reform Program at the Department of National Defense. In concurrent capacity, he assists the Secretary of National Defense who is also Chairperson of the National Disaster Coordinating Council (NDCC) in performing duties and exercising supervision and control over the Office of Civil Defense (OCD). Prior to his current positions, he was appointed Presidential Assistant and designated Chairman of the Joint Defense Assessment Planning and Implementation Group (JDA-PAIG).

In 2003, Undersecretary Carolina retired with the rank of Lieutenant General in the Armed Forces of the Philippines (AFP), wherein he held many prestigious posts like Commander of two Unified Commands, the Southern Luzon (SOLCOM) and the Southern Command (SOUTHCOM); and The Deputy Chief of Staff, AFP, among many others.

Academic Background

A graduate of the Philippine Military Academy Class of 1970, Undersecretary Carolina obtained a Masters Degree in Business Economics from the University of Asia & the Pacific and another degree in Mathematics from the University of the Philippines. He also attended numerous training programs, seminars and conferences, both local and international.
